Mr. Hayat Ali Shah is a highly esteemed legal expert and former senior judicial officer, bringing over three decades of experience to Pakistan's legal and judicial landscape. He holds a law degree from the University of Peshawar and began his legal career in 1981, practicing law for a decade before being appointed as an Additional District and Sessions Judge (AD&SJ) by the Peshawar High Court in 1990. In 1997, he was elevated to the position of District and Sessions Judge (D&SJ), during which he served with distinction in various critical judicial and administrative capacities. These included Judge of the Anti-Terrorism Court, Registrar of the Peshawar High Court, Director General of the Khyber Pakhtunkhwa Judicial Academy, and Administrative Judge of the Ehtesab Court. His career is marked by integrity, dedication, and a commitment to strengthening judicial institutions.
Following his retirement from judicial service in 2017, he continued to contribute meaningfully to the justice sector through consultancy roles with the Peshawar High Court and the Law Department of the Government of Khyber Pakhtunkhwa. His key contributions include the revision of the Ministerial Establishment Rules, development of service structures for the High Court and District Judiciary, and formulation of the Rules of Business for the Secretariat of the District Judiciary. He also played a central role in building the capacity of the Law Department's drafting and legislation wing, as well as that of district attorneys and other government departments, by preparing strategic concept notes focused on enhancing legal drafting and litigation skills.
Mr. Hayat Ali Shah leadership at the Federal Judicial Academy is anchored in his profound understanding of judicial processes and institutional development. His areas of expertise include human resource and project management, legislative and regulatory drafting, legal education and training, and alternative dispute resolution. His strategic vision and commitment to legal reform continue to make a significant impact on the Academy and the broader legal community in Pakistan.
